Lordship may be pleased to move the Foreign Office to
forward the "Foreign Office Prints" on "Affairs of China”
Trace
and "Chinese Ratts" to your Department for transmission to
this Government in regular sequence and at the earliest
possible dates. These Confidential Prints reach me often
many months after the date on which they were received by
or despatched from the Foreign Office and many papers es-
-sential to an understanding of the sequence of events and
the steps taken are often omitted. By last mail for in-
-stance I received a printed copy of a Despatch from Admiral
Moore of December, 1907, which formed an important link in
the events connected with the question of Piracy in Canton
Waters. This subject intimately affects the interests of
this Colony, and has formed the subject of correspondence
between this Government and His Majesty's Minister at
